Per MN §13.685, data on customers of municipal electric utilities is private data. This means that the city CANNOT give out any information on a utility account with electric utilities to someone who is not on the account, unless the city has received WRITTEN permission from the account holder to release that information. This includes anyone inquiring about the amount due on the account. A third party is allowed to pay a utility bill, but they must know how much they want to make the payment for.
