STAPLES MUNICIPAL AIRPORT SEEKS STATEMENTS OF QUALIFICATIONS FOR ENGINEERING CONSULTANT
The City of Staples, Minnesota seeks Statements of Qualifications (SOQ) for an engineering consultant firm to oversee capital improvements at the Staples Municipal Airport (SAZ) for a five-year contract period beginning March 1, 2025.
As well as providing engineering services for specific capital project relating to airport maintenance, enhancement and long-term development, the consultant as part of a general range of duties, will also serve as a link and facilitator between the City of Staples and such agencies as the Minnesota Department of Transportation (Mn/DOT) Office of Aeronautics and the Federal Aviation Administration (FAA). The consultant also should expect to work with the City on matters relating to airport-related planning and zoning, legislative and Congressional activities affecting airports, and other advisory activities as needed.
The following projects are currently listed on the airport’s five-year Capital Improvement Plan, and will be included within the scope of the consultant contract:

The City will review all submitted Statements of Qualifications and will make a determination on a successful candidate on or before February 28, 2025.
Each candidate will be numerically ranked based on the following criteria:
1. Qualifications of Firm. Provide a description of your firm's recent experiences and qualifications in airport engineering, architectural design, and financial, planning, and environmental analysis on projects. Such experiences must be within the previous five (5) years. Preference shall be given to those firms with airport engineering, architectural design, and financial, planning and environmental analysis on projects similar to those contemplated by the Airport. (30 points)
2. Qualifications of Personnel: Key personnel’s professional qualifications and experience and availability for the proposed project; their reputation and professional integrity and competence; and their knowledge of FAA regulations, policies, and procedures. (20 pts.)
3. Experience with State and Federal Grant Programs. Preference shall be given to those firms that have experience working with the MnDOT Office of Aeronautics and the FAA and can demonstrate an understanding of and ability to navigate the applicable rules, regulations and procedures of such entities. (20 Points).
4. Quality of Projects: Quality of projects previously undertaken and capability to complete projects without having major cost escalations or overruns. (20 Points)
5. References. Provide the name and contact information for at least three (3) references at airports familiar with your company (10 points).
